Application for the handling of contaminated substances

The Federal Office for Radiation Protection (BfS) wishes to newly regulate the handling of contaminated substances in Asse. A corresponding application will be filed to the Lower Saxony Environment Ministry (NMU). In the application, it is described how contaminated substances up to the 100-fold of the previous release levels are to be handled. The necessary radiation protection measures are regulated, as well. Thus, upon suggestion by NMU, BfS specifies its application according to § 7 Radiation Protection Ordinance of June this year and restricts it to those substances that are actually to be handled.

In detail, these are substances that have accumulated in a brine swamp as has been the case in front of emplacement chamber 12. The old licence for use and manipulation expired decades ago and has not been renewed so far. Since then, radiation protection in Asse has been regulated through directives of the Laender mining authority. With the specified application it has been clearly determined how the contaminated substances outside the emplacement chambers can be safely handled. A regulation for the handling of the waste stored in the emplacement chambers is to be developed within the decommissioning process.

Transfer of operator responsibilities

On 25 April 2017, the operator responsibilities for the Asse II mine as well as the Konrad and Morsleben repositories were transferred to the Federal Company for Radioactive Waste Disposal (Bundesgesellschaft für Endlagerung mbH, BGE). Previously, the responsibility for the projects was with the Federal Office for Radiation Protection (BfS). The foundations for the change of operatorship are laid down in the "Act on the Realignment of the Organisational Structures in the Field of Radioactive Waste Disposal", which became effective on 30 July 2016. The BfS focusses on the federal tasks of radiation protection, for example in the field of defence against nuclear hazards, medical research, mobile communication, UV protection or the measuring networks for environmental radioactivity.
