Delays in the start-up of the 3D seismic measurement

Individual property owners deny access to their properties

The Federal Office for Radiation Protection (BfS) will probably have to postpone the planned start of the 3D-seismic measurement in spring 2016. After first talks, single property owners have indicated that they would deny access to their plots. However, to be able to explore the underground with the necessary quality, the BfS needs the residents’ support in the region. Talks are still underway but an agreement or clarification can currently not be predicted.

3D seismic measurements are a modern method to explore and provide a detailed image of the underground from the surface. Among others, the method serves to gather findings about underground waterways. That this is vital for the planning was also agreed on by the Monitoring Group. Doing without this method had at the same time meant doing without a possible gain in safety. The BfS had previously had the benefit and necessity of the complicated procedure reviewed by external experts.

Previous planning on the measurement process

The planned measurement in the vicinity of the Asse mine extends to about 38 square kilometres. The major part of the measuring points are located on private property. On behalf of the BfS, the Asse-GmbH commissioned a company with the identification of over 700 property owners. For the access rights, contracts must be concluded that are currently being negotiated. After first talks, single property owners have indicated that they would deny access to their plots.

Transfer of operator responsibilities

On 25 April 2017, the operator responsibilities for the Asse II mine as well as the Konrad and Morsleben repositories were transferred to the Federal Company for Radioactive Waste Disposal (Bundesgesellschaft für Endlagerung mbH, BGE). Previously, the responsibility for the projects was with the Federal Office for Radiation Protection (BfS). The foundations for the change of operatorship are laid down in the "Act on the Realignment of the Organisational Structures in the Field of Radioactive Waste Disposal", which became effective on 30 July 2016. The BfS focusses on the federal tasks of radiation protection, for example in the field of defence against nuclear hazards, medical research, mobile communication, UV protection or the measuring networks for environmental radioactivity.
